I think that is a good idea, as this subject goes well beyond just the
"Belmont Tapes."
If anyone is interested in the background here, I suggest you review the
Belmont Tape thread to get a handle on where this is going.
For myself, this is still a work in progress, thus I wouldn't jump to any
conclusions at this point.

After much hunting and pecking and generally making a nuisance of myself
at the Postal Service, I have solved the mystery of the "3546" form filled
out 11/Oct in NO. Oswald, of course was in Dallas at the time, and the
form is not in his handwriting.
The gist of this is that a "3546" is essentially equal to an inter-office
memorandum. In this case, an inter-branch memo.
Apparently, NO was still receiving mail forwarded from PO Box 2915 in
Dallas to 30016 as of 11/Oct. Oswald, made his change from 30016 to Ruth
Paine's on 24/Sept.
The "3546" was simply to let Dallas know, that mail could not be accepted
at 30016, and should be sent to Ruth Paine's instead per Oswald's 24/Sept.
change.
It now appears Inspector Holmes simply muddied the waters, so to speak, by
really not being familiar with what a "3546" really is. Or, it would at
least appear that way.
So, to boil it all down, Oz didn't need to be in NO, no "phone call" was
necessary, nor did he in fact initiate this order.
The "3546" is then an internal postal service memorandum.
