I think the memo was that the CIA should invade NG's and author
reviews to keep the protocol a lone gunman scenario. I bet they know

Sure, and the intelligence community is a little slicker than the
American public or even the JFK research community, and understanding
how one would set someone up would have to have both in that
community.
