The FBI looks more like the Keystone Cops than a professional
investigative agency.

the nationalities of the runners who were near the finish line at the time

paying him?

Yes that's called deception, and lying....... It appears to me that The
FBI thought that they could bring The Tsarneav's to the U.S. as refugees
from Russian persecution. In reality they had hoped to induct Tamerlan
into their organization as a secret agent who they could send back to
Russia to gather intelligence on the Islamist rebels who were training the
"soldiers of Allah" ( terrorists ) ...... but somewhere along the line
Tamerlan decided to join the terrorists and become a "soldier for Allah"
....one of those very brave creatures who always hides his face behind a
scarf, or dark glasses, and attacks unsuspecting and defenseless people
including women and little kids.

At anyrate the FBI's plan backfired on them and they have egg on their
face, whether they will admit it or not.
