A friend of mine wants "chalk" pastels for Christmas.
I've searched online and have been able to find "oil" pastels
and "soft" pastels, but not "chalk" pastels.
Are soft pastels and chalk pastels the same thing?

Yes, well, soft pastel is the correct name for them. What they
are is almost pure pigment mixed with a little binder to hold
them together and to help the particles adhere to the surface you
are working on. You need to use paper with some 'tooth' to
abrade the pastel and to give it something to cling to.
Some good brands: Of the commercially available ones Rembrandt
are good for general use, and not too expensive. Schminke are
fabulous! Really intense colours, and very soft & buttery.
Sennelier makes very intense colours too, but I find that they
are a little uneven in quality -- some colours are almost *too*
soft, while others a somewhat brittle and scratchy.
Pastel is a wonderful medium, I hope your friend enjoys it.
