Is a painting of a dog hanging itself art?

I heard there was talk on KGO (810 in the Bay Area) regarding a piece of
art showing a dog that has hung itself. I understand that animal rights
activists caused a ruckus at the cafe where it was being shown. Is this
true?

Has anyone any information regarding the discussion that took place.
After a little research I found the painting below and I'm wondering if
it is the piece in question.

They say that the best art is the art that provoke people. Sounds to
me like this is good art...
