Animals are the targets of human barbarity

Mafia and terror gangs are known to target animals as
part of their training to hone their ‘skills'. But what
Kerala has seen in recent times is shockingly worse.
Reportedly, there has been a spurt in incidents of stray
dogs not just being shot for target practice but even
hacked, maimed and left to die an agonisingly slow and
painful death, in Kozhikode, Malappuram and Thrissur
districts. Apparently, the State Government had been
cautioned by the Intelligence Bureau about the nefarious
designs of certain religious terror groups operating and
indulging in such brutal activities. Most areas from
where incidents of dog-hacking have been reported are
known hubs of alleged terrors outfits. And the IB report
had even indicated that the mindless acts of violence
could be the handiwork of religious terror groups. The
grievous injury marks the animals had suffered,
presumably by sharp weapons like swords, have
strengthened the suspicion that the act could be part of
a terror training programme to help the ‘trainee'
overcome the revulsion and fear of inflicting injuries on
live flesh. Such desensitisation would, the trainers
believe, prepare the recruits to inflict similar
atrocities on innocent human beings. Gory as the intent
of these outfits is, the warning has been largely ignored
by the Congress-led State administration, which has so
far been treating the incidents as some sort of anti-
social mischief. Glossing over the dangerous intent, the
administration has all along thought it fit to
investigate the cases under sections governing cruelty
towards animals — and even that was sadly done half-
heartedly — and has not acted sufficiently to address the
nefarious designs behind these cruelties. It is only now,
after the animal killings have spiralled and led to
nationwide concern, that the administration has woken up
and launched fresh investigations that, at last, focus on
terror. The canine killing that has gripped Kerala is
reminiscent of similar incidents of mass slaughter of
stray dogs in the restive Kashmir valley not too long
ago. The hapless animals served as watchdogs for the Army
against infiltrators crossing the Line of Control. That
fact did not escape the attention of the militants in the


Valley, who then had ordered the people to shun and even
kill strays. Needless to add, these militants set a
personal example; the inhabitants could decide to shun
that at their cost.

But, apart from the security factor, the larger issue of
being cruel to animals — and getting away with that —
remains extremely relevant. It's not just the militants
but ordinary citizens too that have been unkind to
animals. We have The Prevention of Cruelty to Animals
Act, 1960 (and the Animal Welfare Board which was
established in accordance with the provisions of the
Act). But the implementation of the provisions has been
tardy. Moreover, some of these provisions have proved too
weak to effectively tackle the incidents of barbarity
towards animals. As a result, offenders get away by
paying small fines for the crime committed. Rarely do we
hear of an offender being actually jailed or fined a
large sum. Animal and bird sacrifices in the name of age-
old rituals across the country are still common, and
largely unattended to by the law enforcers.
