The sprinter Usain Bolt = His plan is to run better.

Seeing that he's won the gold again and broke the 100 meters Olympic record, this 'gram might be the more apt one, but I think these 2 work as well:

Sprinter Usain Bolt = Untirable in sports.

The sprinter Usain Bolt = I plan to run the best, sir!

Others:

The sprinter Usain Bolt =
I plan to best their runs.
Spoiler: best in that run.

Hey is fun to watch. He always looks like he could run faster if anyone
was out there to push him. Your first one is probably the most natural
sounding anagram, but I kinda like the *'d one best.

He appears to have succeeded, as have you.

I looked at 'sprinter Usain Bolt' and had pulled out 'run' and 'plan'
but decided to wait until the next morning to look for a 'gram. You
probably found these 'grams in under 10 seconds anyway, though.

Antigram I did spot at the time:
Mr Usain Bolt ~ is but normal.

In view of the story about the guy who thought it would be fun to
throw a bottle just before the race started (and, before being hauled
off by the cops, apparently was punched by a judo medallist):
