It happens all the time in nature, not only among rabbits. It happens
to deer, coyotes, rats and mice, etc. Usually the coyote cycle

And it must be a "how" that is approved by global consensus.
All that is needed is a very minimally empowered central government that is
endowed ONLY with the task of garnering consensus on very specifically
stated issues.

No you have it wrong.. Haiti has a large birth rate because of religion.
It is for the most part a Catholic Nation. If they follow church
doctrine they don't practice artificial birth control. You see the same
pattern in south and central America and Mexico where Catholicism holds
sway. The Catholic church encourages large families to spread their own
brand of Christianity. No abortion, no birth control= overpopulation.

If we were to decide to join the galactic community, then the seans would
show us details about their government-by-consensus and how it works.
Human society would continue to be autonomous.
The galactic government, comprised of seans, humans and other species would
act only as a minimal form of government.

controversial issues that exist among us.
At first, at least to me, it all sounded very complicated, but once you

Today I found another "Oort cloud", so this makes three known more-or-less
spheres of comet-source particle clouds that surround the Solar system.
Their distances from the Sun are approximately 0.73, 0.95 and 1.35 light
years.
And there might be a fourth very wispy one at about 1.5 - 1.7 light years.
