Apart from narrowing your search to the oldest stars & work backwards,
you can also improve the technology for the kind of "sky-sweep" you're
using now.

Take a few dozen of the satellites you're using now and arrange them
on a spherical mesh. The satellites can be made smaller to an extent,
your scientists know the details on that. Make them as small as you
can, and coat the surface of the spherical mesh with them. That way
each satellite could undulate in place as they each sweep only the
small portion of the sky directly above and slightly around it, beyond
which its neighbor satellites would take over. Don't just listen for
radio waves, however - you should be looking through as much of the
electromagnetic spectrum as you can, particularly that of light.
