Special Needs Adoption Tax Credit

My wife and I were very lucky to have adopted a beautiful baby girl in 2012. Because our gross combined income exceeds the limit we would only qualify for a small portion of the adoption tax credit. Since our daughter qualified under the special needs designation does the income limit still apply or should we get the full tax credit?
