Cody is arrested for hitting his girlfriend Emily Crouger hard enough to
bruise her. Later, he's released after Emily drops the charges. This
sounds a bit off, since I understand that many abused women stay with
their abusers and try to cover up the abuse.

How do the police decide when its safe to let an abuse victim drop the
charges and release the alleged abuser?

In 2007, a co-worker covered his wife's mouth while trying to silence
her, and accidentally poked her in the eye, causing her to exclaim
"You're poking me in the eye!". A neighbor called the police. The wife
tried to send them away, but they arrested my co-worker anyway, saying
that they were required to. Thankfully, the charges were eventually
dropped.
