Priest sexually abused girl, 11, charges say
06/10/2013

A Blue Earth priest who raises funds for orphans
in his native India has been charged with second-
degree criminal sexual conduct of an 11-year-old
girl, according to the Faribault County attorney's
office.

Leo Charles Koppala, 47, of the Catholic Church of
Saints Peter and Paul in Blue Earth was taken into
custody by Blue Earth city police about 8:30 p.m.
Saturday, the Faribault County jail record said.

Actually it doesn't reflect badly on the RCC. What it shows is that the
American Catholic Church has solid steps to take with an accusation of improper
conduct which, btw, is not a guilty verdict but an accusation.

John Jay Researchers Offer Update On Causes And Context Study; Early
Findings Confirm Steep Decline In Sexual Abuse Cases After 1985,
Emphasize the Importance Of Seminary Training
WASHINGTON-Researchers from the John Jay College of Criminal Justice
presented an Interim Report on the Causes and Context Study on sexual
abuse of minors by clergy at the November assembly of the United
States Conference of Catholic Bishops (USCCB). The bishops called for
the Study as part of their response to the sexual abuse crisis when
they adopted the Charter for the Protection of Children and Young
People in 2002.
The Causes and Context research seeks to explain the rise in incidence
of sexual abuse by priests in the late 1960s and 1970s and its
subsequent decline after 1985. Karen Terry, PhD, the principal
researcher on the Study, reported on the synthesis of information from
several independent data sources that confirmed the explanation for
this variation that was previously reported to the bishops. The Study
involves gathering and analyzing archival research and collecting data
from priests, psychologists, sociologists, and the U.S. bishops.
Funding was provided by the USCCB, the National Institute of Justice,
and several foundations.

That is NOT what I am indicating.
The USA Conference of Bishops recognized that some priests have acted
inappropriately in the past, and that every solution that was tried in
the past was not working. Therefore, they decided to become much more
proactive, and they changed all past protocols on dealing with any
priest even accused of inappropriate behavior. Now, the Bishops KNOW
that priests are men, and that they sin. However, anyone who sins by
abusing a child will no longer be tolerated. The accused priest would
be removed immediately, and a thorough investigation would ensue.

These protocols came into existence in 2002 in the USA. Unfortunately,
bishops in most other countries around the world did not learn this
lesson, nor did they even attempt to keep up with current events. We
know that the nature of Bishops is that they are old, and that tend to
try to avoid big problems.

Over the past decade, other countries have learned that they need to
listen to lessons learned in the USA. Some foreign bishops have
learned this lesson. Others are still living with blinders on.

Abusing children is not a "cultural" problem, it is a human problem.
Dealing with problems show a cultural bias and background. The crisis
is not that certain humans sin by abusing children. This is a human
trait. The crisis is that the lleaders did not deal directly with the
problems known to exist.

Kinda like the IRS, Sec of State, FBI, and NSA problems today.
