Right-click on the Signal application bundle and select "Show Package Contents", then /Contents/Resources/web/
Note that on the Mac this will break Signal's application signature (because you're changing the contents of the application) and this could cause problems accessing Signal if you have your Mac's firewall enabled. I've added a crossdomain.xml file to the upcoming Signal 1.2 release so this won't be necessary in the future.
What sort of implications does it have to add a file except to change
the signature? Will the app stop working? Or will OSX just complain
about modifying the application?

The app will continue to work, OS X may complain about the signature
being invalid and if the firewall is on it will need to be manually
removed and then re-added as an allowed application. The firewall step
would also need to be performed again when 1.2 is released since that
would again change the signature. If the Mac's firewall is disabled it
shouldn't be an issue.
