Subject: Lake Avalon cleanupAHPOA,Last week we received a form from Orange County asking our vote on whether we would support the removal of vegetation (excluding hydrilla) from Lake Avalon in exchange for an additional fee of $328 annually on our property taxes. Does the $328 fee increase if the lakefront parcel is 60 acres instead of 1 ½ acres?We are interested in knowing what we should and can expect in exchange for the $328 annual fee. I can purchase a lot of Rodeo (aquatic herbicide) for less money. We are additionally concerned we will be charged this fee without any or very limited tangible results.1. What weeds will be removed?2. How often will weeds be removed?3. How long before we can expect the weeds to be removed directly adjacent to our property?4. What is the process and to what organization for reporting weeds needing to be removed?5. How long will it take?6. How long will it last?7. What is the method of control? – (i.e. sterilized Triploid grass carp, chemicals, mechanical removal, etc.)8. Lake Avalon is the 7th cleanest lake and one of the best fishing lakes in Orange County – What monitoring will be performed to ensure water quality or fishing quality isn’t compromised during the weed removal process?9. Is the control and removal of weeds done by a department of Orange County or do they in turn contract out the work to some other company? Who is responsible for properly overseeing/managing this?10. What is the process to rescind this annual fee?11. Transporting weeds from one lake to another occurs via animals, birds, and boats/boat trailers. The point I’m making is there are trespassers coming through the old orange groves along Marsh Rd. (now designated as City of Winter Garden)via paths to the lake – No trespassing signs are posted but are being ignored – trespassing boats/boat trailers are introducing weeds from other lakes. What is being done to stop this?12. Since the North side of Lake Avalon is now considered within the City limits of Winter Garden – Are these parcels included or omitted in the added fees and weed removal process? – The entire lake needs to be treated or weeds from the untreated areas will simply re-infest the treated areas.I’m sure we’re not the only property owners on the lake wanting to know the answers to these and other questions prior to the March deadline for the vote!Sincerely,Jeff and Wendi Graft2813 Williams Rd.

Thank you for addressing my concerns. I realize that i am showing up late to the party. We moved in only last april, and did not have any info about ahpoa until many months later. It sounds like all of my concerns have already been researched. I was not sure how motivated the rest of the hoa was. I am in full support of clearing the lake, i only wish it could happen faster. I would like to help however i can. Can i start to help clean the lake now by cutting some of the weeds? Please let me know how i can help.

Hi Jason,Thanks for your email. I'm sorry you missed the last AHPOA meeting. We had an excellent presentation, and then discussion about the cleanup of Lake Avalon, for about 1.5 hours! Let's see if I can address your concerns:I understand that you are distrustful of the government. But this undertaking is set up so that "government" cannot get ahold of the money, and they cannot spend it.The money collected will go into an account of its own, which can only be accessed by the committee that we set up, and can only be used for the cleanup of Lake Avalon. The committee will obtain bids from contractors, select a contractor, oversee the work, and pay the contractor from that account.The government's part? It is to collect the money so that we can clean up the lake. (Unfortunately, all grant money for lake cleanup or maintenance "dried up" when the economy tanked. Pun intended!)I need to be frank for a minute: On our own, do you think people would actually pony up all the money needed? Or actually show up to do the work needed, if y'all decided to do it on your own? If you've ever asked people to help you move, or help you re-roof your house, you know that very few people actually show up to help, and most of them don't have the know-how or ability to really help. Lake Avalon needs help, and needs to be cleaned up well, and then maintained.Please know that we have been talking, researching, and deliberating about this for over a year now. There have been articles in two newsletters, and a 1.5 hour presentation and discussion at the last AHPOA meeting, all meant to consider all options, and with input from many in our community. I strongly support removing the vegetation from the lake, especially if it is going to be removed mechanically instead of just sprayed and left to rot in the lake. However i do have a concern over having the county involved with this. Government does not have the best record of using both time and money efficiently. Is the county going to add funds? Do we as an hoa have the authority to start a lake cleanup on our own? Are there permits required or other red tape? Do we have enough supporters among the homeowners to undertake this task ourselves? Or is the only way to get this funded is to mandate this county tax? I apologize if these items have already been covered at the last hoa meeting, i was unable to attend. Please let me know if there is anything i can do to help.

I know how much you want the lake cleaned up.
I am hoping that you folks over there realize that you have a big opportunity in the next 90 days or so to make a difference while the water levels are low.
If you just mow, spray and disk the soil you can have nice beaches.
