a bit more information.  they can associate created tasks with stories after they are created if the story is owned by them  but the link doesn't appear in either case.

also if they actually know the format of the task creation link <host>/newticket?owner=<owner>&src=<ticketnumber>&sprint=April&type=task  and go to it directly it works correctly

Would you mind providing the permission matrix for your instance? Or, alternatively, a list of the permissions that such users are granted?

Was there ever a resolution on this issue.  We are having the same issue here where the "Create a new referenced 'Story' link is missing unless the user has Admin permissions.  Appreciate any help you can give.

what exactly is the permissions set of the account for which the link is missing?
