Release 17.4.0

A right click on an icon now brings up a menu from which the Close Icon
operation can be selected.

A right click on the start button displays the attribution required by
LGPLv3.

[Left-] Click on the start button, hover over settings and a list of
languages is displayed. Click on a language and the language has changed,
for Arabic at least.

The desktop now supports rtl.

Desktop logout is now working.

All views [except file proxy] have been internationalized and refactored in
preparation for use by the desktop.

All forms, including user name and password, now handle UTF-8.

The cometd driver now optionally captures client messages for automated test
generation.

This release includes change sets 4635 through 4772.
