SET DRAWMINX, DRAWMINY, DRAWMAXX and DRAWMAXY were broken.

HOTSPOT command now supports measurements.

HOTSPOT command now supports DRAWOFFSET.

All the anti-aliased drawing commands now support DRAWOFFSET.
These fixes particularly affect these commands which were
completely incompatible with DRAWOFFSET:

DRAWANTIBOXROUND
DRAWANTICIRCLE
DRAWANTICIRLCEFILLED
DRAWANTIRECT
DRAWANTIRECTROUND
