POSITION DESCRIPTION:
The incumbent serves as Forest Fisheries Biologist with responsibility for
Forest Fisheries program direction and interagency coordination in the
planning, development and coordination of the Forest activities related to
fisheries and fisheries habitat, aquatic resources, and TES fish species
management. As the Forest Fisheries Program Manager, the incumbent is
responsible for providing staff support, leadership and program direction to
all Ranger Districts on the Forest, and for coordinating with and being
responsive to the Regional Office, other Forests and other staff areas on
the Forest in all matters pertaining to or affecting the Fisheries and
Aquatic Programs.
o Represents the agency in large inter-agency projects, meetings and
activities and in the public arena. Plans and arranges meetings and
participates in negotiations. Maintains contact and cooperates with state,
federal and local agencies and tribal governments to partner and coordinate
cooperative fisheries and water resource management projects. Provides
technical guidance on projects and in the development of programs, plans and
projects. Ensures that these activities are consistent and compatible with
agency direction and other agency missions. Maintains liaison with public
groups including sportsmen and conservation organizations. Makes
presentations at public fisheries and conservation meetings and conducts
tours of management areas for public groups as required. Describes aspects
of fishery management.
o Serves as fisheries program manager for a field activity, responsible
for coordinating the program and providing technical leadership in fishery
resource management with other resource uses such as range, timber,
recreation and watershed. Recognizes problems that may develop and
recommends remedial action. Prepares/reviews biological
evaluations/assessments for specific species; and, prepares technical
progress reports and final reports that present the results of
administrative studies, monitoring and other activities relating to
fisheries resource management.
o Assists the Resource Staff in the management of the fisheries and
aquatics programs and coordinates these programs directly with the Forest
Hydrologist and Soil Scientist. Duties include providing significant
assistance in the development, organization and administration of the
program; review of administrative proposals; and development of
methodologies and protocols for the program. Coordinates program activities
with other organizations, federal agencies, and universities; plans and
prepares assessments for the Region; and, trains personnel in the use of the
methodologies, protocols, and assessments. Ensures the transfer of
technology throughout the Region; coordinates with multiple organizations
for program, management and technology needs, and plans and completes
organizational reviews for program administration. Provides input to
headquarters in the management of specific programs, and coordinates, plans
and implements studies and management reviews.
o Participates with immediate supervisor, District Rangers, other Staff
officers, regional personnel, and supervises program personnel in the
preparation, administration, and operation of the Forest fisheries
management program. Develops the Forest Fisheries Program within the scope
of the Forest's land management plan, including an accelerated and refined
fisheries habitat enhancement program that includes fish passages, spawning
channels, coordination with states on lake and stream stocking, and
manipulation of organic debris to improve fish habitat. Develops and
recommends objectives, policies, standards, and priorities for fishery
resource management and recommends practices and programs that will maintain
fishery resources at desirable levels consistent with multiple use concepts.
The incumbent develops long-range fisheries management schedules, determines
staffing needs, develops budget proposals, and develops an annual program of
work. Assists others with the preparation of their annual plans of work.
o Provides program leadership, technical support, advice and assistance
to Forest staff on complex problems arising from intensive fisheries, range
and dams (FRD) management. In cooperation with the Forest Hydrologist and
Soil Scientist, serves as primary specialist on the Forest for the
management, assessment, analysis, maintenance, and monitoring of the aquatic
and riparian resources. Provides leadership and direction for the
conservation and restoration of aquatic organisms, and the improvement and
restoration of aquatic and riparian habitats on the Forest and through the
basin/watershed. Defines biological potential, condition, and trend of the
aquatic resources of streams, lakes and reservoirs of the basin/watershed
management unit.

Duty Station Specifics: Porterville, CA
Sequoia National Forest is located at the southernmost end of the Sierra
Nevada range of California within Tulare, Kern, and Fresno Counties. The
lowest elevation is less than 1,000 ft on the Kings and Kern rivers. The
highest elevation is Florence peak at 12,432 ft. There are 33 protected
Giant Sequoia groves scattered over a narrow 260-mile belt about 15 miles at
its widest point and now protected by the Giant Sequoia National Monument.
Vegetation on the Forest is made up of 4 major formations: chaparral,
hardwoods, conifer woodlands and conifer forests. Trees include pines,
Giant Sequoia, Piute cypress, white and red firs, incense cedar, white
alder, willow, black oak, and various other oaks.
Community Information:
The community of Porterville has a population of about 41,000 and lies at
the base of the Sierra Nevada Mountains, 45 miles northeast of Bakersfield
on Hwy 65. Porterville has 10 elementary Schools, one Catholic private
school (k-8), 3 junior high schools, 3 high schools, and a 2 year college.
There are also a variety of local business, service clubs, fitness centers,
churches, doctors and a hospital.
Homes are available in a variety of settings with the purchase price ranging
from $135,000 up. Rentals range from $400 - $600 per month for apartments
and $600-$1500 for houses. There are several small communities with-in
commuting distance for those who prefer a more rural setting. You may check

The area offers plenty of recreational opportunities such as golfing,
bowling, movies, concerts, and plays. Nearby Lake Success and Lake Isabella
on the Southern end of the forest offers swimming, boating, water-skiing and
fishing. The Sequoia National Forest offers camping, hunting, hiking,
backpacking, sailing, rafting, and horseback riding during the summer and
down-hill skiing, cross-country skiing and snowmobiling in the winter.
