I was contacted by a company that said for £90 per month you can be ranked number 1 for any 6 search terms ? Thats what you pay, you dont pay any other money. Now surely you could get search terms that you know are going to cost way higher than this. So how do they do this is there like a bulk google package that they can buy or are they just a google analyst who is counting that all the accounts they have are going to average out at a lot lower than what they are paying.

sealy, you really don't give us enough information to go on, and maybe
they didn't give you enough information. Is this number one organic
ranking for six terms and is the £90 the only fee, or number one paid
ranking for six terms and you pay the £90 as a service fee but you
also have to pay for your clicks (in which case you don't need them,
just bid enough to be number one)? Is it for six terms they choose,
or six terms you choose? Is it number one for a month or only for a
moment? If I get to choose the terms, I'll get you number one and
happily collect your money each month. If they can get me number one
organically on my chosen terms, and I don't have to pay them until
after the month is over and I've been number one for all of my terms
every day for the entire month, I'll happily pay them each month.
Summary: what they're really offering you will be worth £90 or less,
and my guess would be a lot less.

I was recently told about a company called wisdek that does a similar
guarantee. On their website, they say that they have partnered with
Google. View their demo and it looks as though they are affiliated
with Google somehow. Seems unlikely, but this company recently showed
up on a bulletin board for the industry that I am in - plumbing - and
I don't want to miss the boat in my market (apparently they guarantee
you regional top placement) which is very competitive.

clearly defines their service (especially in the demo), basically,
Google Adwords. I can also guarantee you a top position in sponsored
links as long as you are willing to pay whether you lose or earn
money. Note, they always use "placement" and this is misleading
becasue Adwords is a paid-for-placement advertising program.

I know one company that used to do the same - what they did is simply
organized keywords/write ads, and work with the price. If the client
himself wanted to advertize with Adwords, what would they do? Throw a
dozen of general words, geo-target it to US and leave search and
content network on, write shitty ad, get $1000 worth of clicks with a
little or no response and negative ROI and forget about it. May be
hire a specialist if they could afford it or something.
Smart companies with a lot of experience come up with packages that
cost them reasonable money, put 20-30% markup for service and sell
them. Of course they will not sell you all packages for the same
price; But if they are not charging thousands of dollars for keywords
that don't make any sense - why not..
I tried working with clients on a different basis - offering them
Adwords management services for a monthly fee - but most of the
clients just couldn't realize the fact that you need to have someone
with experience to run their campaigns, otherwise it won't work. Look
at affiliate marketers - they're considered Adwords professionals, and
how many of them do you know personally that actually make money on
Adwords?.. Eh... Except me, of course ;)

I have tried Wisdek services for $300 a month, the 1st month was a
great experience for my business.
now i'm planing to spend with them $2000 per month.
