I think that only you guys at Google can take this as a suggestion.
Unless someone can let me know that the feature I'm asking for exists.

First of all I learnt the hard way that:

a)  new image ads go into an approval queue
b) they can stay in that queue a while
c) meanwhile you can be totally unware of this and thus driven crazy
trying to work out why your "active" ad group is not getting any
impressions.

That said, how about allowing an advertiser to re-use an image ad
across more than one ad group?  For example, I give it a name and then
in future campaigns, I can refer to that image by name rather than
having to load up another copy.

Otherwise, if I use the same creative across multiple campaigns, maybe
site-targeted and content-targeted, I have to load a copy into each ad
group AND wait a few hours for it to be approved.

Unless.... you need to approve each image based on the context of it's
target and click thru URL .....

I understand that you are referring to new Ad Groups. However, if you
would like to edit your ad in an existing Ad Group, you may wish to try
this:

Let's assume that your Ad Group currently has one ad (Ad A), and that
you'd like to replace it with a second ad (Ad B). To prevent the
display of your ad from being disrupted, you can leave Ad A in the Ad
Group, and add Ad B as a second ad. Then once Ad B has been approved
and starts accruing impressions, delete Ad A.
