Question on Ads policies for restricted contents

I'm developing an app where we provide an advertising system based on Google Ads. So i'm creating a manager account with a dev token which is managed by the app's administrator, and a lot of manager account which are managed by customers/users.
My question is: if someone of this user violate google adwords policies and his account got suspendend, will be suspendend also other manager's account of other customers? And also administrator's manager account?
