I'm experiencing the same problem as some people had in early january
(see
http://groups.google.com/group/adwords-api/browse_thread/thread/df88d...)

AdGroups and Campaigns seem to work fine, but it gives errorcode 0
with faultstring "An internal error has occurred" when I try to add
Keywords and Ads.

I'm using v13 and Apility, requestId (Sandbox):

Same problem (for Keywords and Ads with v13) !
I think the API has a little problem...

 Apologies that you're running into that--I'm seeing the same thing,
and it does appear to be the same underlying cause as the issue
described in that thread you link to. I'll escalate it on our end to
get it resolved.
