Increase quota

Hi,

I have thought that the quota system was an usage-based system, since
1st October.
In other words : I pay what I used (0,25 per 1 000 units) and there is
no limitation.

But I have today this message :

This account has exceeded its call quota.
>>

Then, there is always a limitation ?

If yes, is it possible to increase this limitation ?

1st November ? what does it mean ?

since 1st November, there will be no limitation and I will pay 0.25 per
1000 ?

Until 1st November, there will be limitation and nothing to pay
>From the 1st November you have to pay to use the API without a quota
limit. (But there is a change to get free quotas. Read the API blog.)
