Is it possible to have more than one MCC with API access?

I'm trying to link to an existing google account for API access, but
it won't let me because someone already has API access.

This seems pretty limited, only one account with API access and one
with manage and API access. Is there any workaround for this? Any
other way to get API access to an account that does not have their
own developer token?

Anyone have any suggestions?
