I want to add the Google Adwords API Keywords Tool Service  to my
application. In order to do this, I need a Developer Token and an
Application Token (for test reasons). But I cannot get those without
billing information. I am not interested in creating adword campaigns,
so I do not want to add billing settings. All I am interested in is
the Keywords Tool Service. Could you please give me a coupon or
something that will help me get the tokens and test the application?
You could benefit from this as a lot of people will use their own
developer and application tokens to get data using this application.

The reason that billing information is required is because using the
AdWords API is not free ( see http://code.google.com/apis/adwords/docs/quota.html
).  Each operation costs a certain number of API units ( see
http://code.google.com/apis/adwords/docs/developer/adwords_api_ratesh...
) which must be purchased. Certain custoemrs are eligible for free API
units ( see http://www.google.com/support/adwordsapi/bin/answer.py?answer=45891
), but valid billing information is still required.  Let me know if
