Change to keywordStatuses in WSDL

I just wanted to let folks know that we recently pushed out a new
version of the v11 and v12 ReportService WSDL:

https://adwords.google.com/api/adwords/v12/ReportService?wsdl

This updated version properly lists the keywordStatuses element as
having a minOccurs="0" attribute, which should resolve the behavior
reported at

http://groups.google.com/group/adwords-api/browse_thread/thread/05531f363371d95b

This seems to have mainly bitten users of PHP 5's SOAP library, so if
you fall into that camp, you might want to use the updated version of
the WSDL when making your requests.
