Hi there,
I have a 15 sec video ad that I'd like to run on 3rd party mobile apps
and mobile web as a pre-rolled to avoid buffer time.
Do I have that option with networks or may be it is possible to
implement my own platform that will allow me to run pre-rolled video
ad with  mobile publishers?
Please advise.

AdWhirl does not have that capability.  You might try checking with AdMob.
