Hello all,
  I am new to this group, reason i joined to see if i can find the
answer to my question, my adsense account was terminated 1.5 year ago
since then i have reapplied couple times and even build a new website
totally differnt from original but account was not approved. Is there
any way my account can be reinstated? I have 3rd website but before i
apply for that i want to be assure that it can be approved.

Any suggestions are appreciated

Bans are by default permanent. If you have already tried to be
reinstated a 2nd time unsuccessfully, you will probably be just as
unsuccessful the 3rd time.

In theory yes. If you don't apply under your own name (and presuming
the actual site itself hasn't been banned) then yes, as Google isn't
going to know that it's you. Having said this, the morality of doing so
is another question in itself :-)

How i can find out that if the site has been banned or my account?
Following is the response i got from them  "Your AdSense account was
found to be related to an account previously disabled for invalid click
activity and we have therefore disabled your account."

That response sounds like the site has been banned, and as a
consequence, you've been banned through association.
