Create a new Topic in AdSense Help

Hello,

Actually I am trying to create a new topic in Adsense Policy Questions but the red Create Button is missing.

While it doesn't fit here, my question is if I can hide a Google Ad with a responsive theme. For example for screens

smaller to 700px, hide Google ads.

That also means if user minimize browser the Ads will be hidden.
