developer_mail and password in v3 and v2 wsdl IS MISSING

Hi I don't see developer_mail and password in v3 and v2 wsdl. I try use it through .NET.
How I can set it?

You will find there the modified wsdls that you can use to create
suitable client libraries and code examples for creating and
associating accounts, generate ad code, generate reports and generate
search box code.
