Reports in Locale different than the publishers

Can I get reports in a locale different than the one preferred by the
publisher? i.e default en_US?
For instance, I have a publisher from Turkey, where the decimal point
is written as comma, i.e. 0.01 is 0,01. My underlying code does not
expect to receive data in this locale and does not know how to handle
it...
