Issue associating adsense publisher account in sandbox

The code for associating accounts is returning error in sandbox
environment.

The issue is as follows:


When we create new publisher accounts in sandbox we are not setting
zipcode and phone number.
Also in sandbox no email goes out to created publisher's email for him
to submit zipcode and phone number.

So how is it possible to associate accounts without giving zip code
and phone number 5 digits?
The code for association is passing zipcode and phone number.Whenever
I give blank values or some values its giving error.
Fault: 1
Code: soapenv:Server.userException
String: The account corresponding to the specified client email
address does not match with the provided zipcode or telephone number.

Is there any default values for these fields ?

What is the solution for this ?

We have a set of special debugging request headers you can use in the
sandbox for testing this functionality (see
http://code.google.com/apis/adsense/developer/adsense_api_sandbox.html#requestheader
for details).

You'll want to specify these extra three SOAP headers when issuing
your createAccount request (setting debug_association_type to
NotAssociated and the others to whatever values you want). That sets
up an account on our end with the specified data. Afterwards, you
should be able to call associateAccount with the postal code or phone
number that you set.

Go to your adsense account and click on adsense setup, then account tab and scroll to bottom. This will show your ID
