However, I cannot find any Mattes and Frames in CS4. Where are they located? Are they included CS4 at all?
Please advise.

The first 14 images have the matts and frames I used from PS Elements 6.

Compositionally, areas of high contrast or fine texture or large shadows draw attention to themselves. This art is relatively flat and the frames seem more the subject than the art.
I realize this is likely because the frames are canned from PSE and you may not have much choice other than the colors.
Your initial post doesn't really ask a question, but I assume you are asking how to create similar frame effects within Photoshop as you can from Elements. Photoshop doesn't come with as many high-level things built-in from Adobe, but there are a wealth of plug-ins that extend Photoshop's capabilities, www.autofx.com is a place to look, or better yet, is to teach yourself how to accomplish things, by looking for tutorials or reading books.
Further, I have read CS4 books AND tutorials and found no reference for what I was looking for. That's why I came here. That's what these forums are for. How dare you assume that I did not. At my age and after what I have experienced in my life to have someone like you tell me I need "to teach yourself how to accomplish things" is beyond the pale.
Anybody that seriously plays with, and thinks about the subject could have posted what Steve posted.
There is no real way for a forum contributor to know anything about the skill levels of a topic writer, particularly when he/she submits URL's that are empty pages.
Further, his post looks helpful to me, rather than arrogant.
When we communicate through forums we sometimes need some elephant skin. But in this thread I see no reason to even think of putting that on.
So, calm down, rethink and let's get on with the matte and frames. The rare cases I need them I simply build them in PS, but that may not be what you want.
So any body else?
