Is Photoshop the right tool for this?

Newbie Question:

1) I have a photograph of a piece of hand embroidery [areas of threads in different colors that together create a design].

2) The photograph is scanned, so now I have a digital image of some resolution.

3) WhatI'd like is a tool, or a process that could take that color photograph and produce a simple black and white two dimensional line drawing from it.

4) Once I had the line drawning in some program, I'd like the ability to edit the drawing, then scale it and then finally print it.

I'm asking the experts here, is photoshop the tool for this?

If it is where do I start? If it's not, any suggestions?

If you want to scale the artwork then you'll probably need to Live Trace it within Illustrator
