use it as a pattern?
add gradient and flares
There are ways to get close to that look, but I'm going to make an educated guess that the person who created it just played around until they got something they liked. It's even entirely possible that the person who created it couldn't explain how to do it again.
I know that I've done some stuff in Photoshop that I haven't been able to reproduce, and couldn't explain exactly how I did what I did, 10 minutes after I decided I was done playing around.
So, while suggestions could be made by a dozen different people here, and they may involve some of the same stuff裕he "Patchwork filter is a good bet擁t's pretty unlikely anyone would be able to nail the exact "formula" without doing a considerable amount of playing around themselves. Then they'd have to take the time to write it all out so you could mimic the look.
My best suggestion is that you just jump in to the deep end of the Photoshop filter pool and start bravely and boldly experimenting. I'll bet you'll find it far more satisfying to come up with a look you can call all your own rather than trying to copy somebody else's work.

who you calling short, doormat? :)
This Windows-only plugin can render this effect, including the random darker toned squares. I just did it using a custom preset I created.
If you're interested, download and install the plugin and then send me an e-mail (click my name above). I will reply with the custom setting file (.set) attached.
Thanks J Maloney and Danny- I will try your suggestions.

What I DON'T do is try to copy somebody else's style.
For practice? maybe. For use in my own stuff? Nope.
