The reason you see them in 32 bit vista is not because it's 32 bit, it's
because you have Photoshop 7 installed.
Use Bridge.

So why don't I see them in 64 bit CS4?
So, I tried forcing PS7 to install in Program Files for 64 bit Vista. This resulted in being able to see a handful of thumbnail pictures when viewed through W Explorer - but which ones seemed to me haphazard. This was not usable so I have uninstalled PS 7 entirely now.
Any more ideas on this, please

1. Download zip at: <http://www.savefile.com/downloadmax/1829285> and unpack it.
2. Go to this site and read what to do (yes, just follow the 32bit solution!) There is a list (1, 2, 3, 4, etc.) that explanes how to do it.

3. Now, for vista 64 bit users:
Create a shortcut on your desktop and name it as “windows explorer (32 bit)”
a) Right click on desktop
b) click on >New> Shortcut
c) type in the path without quotes “C:\Windows\SysWOW64\explorer.exe /separate”
Open the shortcut, browse to your psd file and bingo you see the .psd tumbs!
PS. Be sure to first install the dll + reg files as mentioned in step 2!!!
