If you are a beginner (and please take this in the spirit for which it is intended), perhaps you should learn to crawl before you learn to walk.
Photoshop is a very complex program, and if the tutorials you are trying to follow seem too advanced for you, then perhaps you should start out with some more simple techniques and work your way up. Start by running the tutorials included with the Photoshop CD. If necessary, a couple publications like Photoshop Classroom in a Book can be quite useful in helping you build a solid foundation from which to use as a starting point for the more advanced effects.

What kind of portraits are you trying to create? Are you trying to draw from scratch directly on the screen? Or are you trying to take a pre-existing image and make it look like it was sketched/painted?
For the former, I'd look at investing in a Wacom tablet. It's far easier to use a tablet to duplicate and mimic natural drawing motions and pressures than it is with a moust.
If the latter is true, then may I suggest going here <http://www.fantasticmachines.com/html/paint_engine.htm>. The Paint Engine filter is free, and is as easy to use as it is customizable.

I am having trouble learning how to draw portraits on PS7. The ones out
there assume you know everything about PS7
I think drawing portraits with Photoshop properly is, apart from an artistic task, an advanced one.
That's why the knowledge is assumed as you said. If you are a newbie at Photoshop, more than tutorials I'd recommend books on Photoshop that focus on the areas you might be more interested.
In any case, the "Classroom in a book" is a must for anyone learning from scratch an Adobe application. It will avoid you lots of circles.
