transorming a picture to an oil painting

hello
I would like to give my wife a gift for her birthday, that is made of a
scanned picture of hers, and turned into a gouache or oil painting like
creation.
what I am trying to do is transform the original picture of HER to a 30 by
40 centimeter (enlargement) that should look like a Van Gogh style or a
pointalistic style picture. I want the end result to look as if it were
"professionally"/artistically hand-painted .
I know there is a filter to do this but I am looking for a real work to do
on the scanned picture of hers, and it doesn't need to be the simplest and
shortest way.
could anyone please give me some step-by-step instructions for a beginner
level user who knows some of the functions in Photoshop 7 but doesn't have
real profound experience?
