Photoshop is crashing - oplt_ui.dll error

hi i use photoshop every day but today i am getting an error when the programme starts and it has to shut down. iv uninstalled it/reinstalled it and restored the computer to last week and its still the same.

the error signature mentions oplt_ui.dll. should i delete this file??
any ideas what the problem is??

oplt_ui.dll is a OPLT_UI belonging to OKI PCL5c UI Printer Driver from Oki Data Corporation
