Wind Filter?!?!

Ok so basicly, im reading a tutorial to do some stuff and it says to use wind so yeh i go to Filter, Stylize and walla there is no wind?
Half of my filters are missing I think, is there a place I can download them?

Ps: I have Photoshop Cs2 and also it isn't greyed out its just not there.

Ok just did that but nothing still =/
All of them are viewable but wind isn't even there..

Open PS.
Goto File>Open.
Navigate to c:\Program Files\Adobe\Adobe Photoshop CS2\Samples
Open Ducky.tif

Do you have the options now?

Did you reinstall Photoshop? takes a few minutes, and does not erase your preferences...
