Be prepared to get pounced upon by forum users. This is exactly the forum design we love and have fought very, very hard to maintain.

CS3. I used it a couple of times. Now it is not there. I reinstalled CS3
and it is still not there.
You've told us nothing about your computer or its setup, what maintenance you've done or how you've uninstalled/reinstalled Photoshop, if you've reset its preferences, or if there were any changes to your computer just before you started having problems.

I reinstalled CS3 and it is still not there.
Reinstalling the application without trashing preferences is futile because you end up right back where you started.
It's entirely possible that all you needed to do was trash your preferences. (See the FAQs here if you don't know how.)

[Mac OSX 10.4.11, 1.67 GHz PPC G4, 2 GB DDR SDRAM, 74.41 GB]
Copy the PhotoShop installer folder from the CD to your local drive desktop.
Repair permissions.
Restart in safe boot mode (cmd+shift on chime, hold it till you get the grey Apple and spinning fan thingie below).
Double click the Photoshop setup icon and choose to remove all components.
Copy all installers for whatever version of CS3 you have from the disks to your local drive desktop. (You can copy the goodies later). Takes 7 min. in my case.
Disable all fonts in your font management software.
Restart in safe mode and repair permissions.
Launch the Photoshop installer. Install it. With the other installers on the desktop, the in
Restart normally, repair permissions. Test it. Enable fonts. Test it. Done.
