Planning on booting from a second internal drive. After zeroing the new HD, is Verifying/Repairing disk and Repairing Permissions just as good from the second internal, or better to perform these tasks booted from the Tiger DVD?
Any other suggestions?

Yes.
What's more, the version of Disk Utility on the DVD may well be obsolete.
