If this is for press, you should really be outputting as a spot channel to a Postscript device and controlling it from the Print/Screen... dialogue as this will use the output device's native reolution to create the halftone dots.

It was originally developed to simulate an increase in tonal range for images printed on newsprint. There's more to it than just running it through a halftone filter or effect.
I don't have the time or inclination to experiment and research to figure out the best way to simulate the process digitally.
I would think the Bit Map Halftoning would work it has a number of features light dot shape lines and the plug in might work as well.
