It might be technically possible through a Hackintosh, but I don't
believe these are legal (i.e. they breach the Apple End User License
Agreement). Obviously Oracle can't condone this sort of action but
you're free to get yourself or your organization into any strife you
feel like.

It's probably best to stick with Android development for now.

VirtualBox site mentions that it supports MacOS

Technically you can but as far as I know the OS X license doesn't allow you running it in a VM on anything else than a Mac. However, there are numerous guides on the Internet on how to get it to work. 

If it is just to get your feet wet then why not go for the Android SDK and stick to windows for now. 

Running on OS X allows you to run an app in the iOS simulator free of charge. If you want to deploy to a (development) iOS device you need a (paid) developer account with Apple.

I installed the SDK first, but having said that I also noticed that after restarting JDev I didn't see ADF Mobile as an option for a new Application - I restarted Jdev twice and then it did appear - at least I think thats what I did, I was doing a few other things at the same time and had three versions of JDev open so maybe I restarted the wrong one!

Virtual Box (and any other virtualization environment) can only support OS X guests running on OS X hosts.  Running on other hardware and virtualization environments is (unfortunately) against the OS X terms of service.

Also, to obtain newer versions of XCode with newer iOS emulators (remember that ADF Mobile only supports iOS > iOS 5; released Nov 2011) you'll need to be running OS X Lion or Mountain Lion... which was only released through the App Store.  (Which in turn requires OS X greater than Snow Leopard...)

The bottom line here is that even if you wanted to go with a 'hackintosh' approach, you'll still need access to the App Store, which requires a working copy of a recent OS X install to begin with...

It says that it will installing MacOS from the CD itself. which makes me think that it is a licensed version.
LIcense is not the issue for our company, only thing is that we don't want to run the same from within Windows.

-- On My Oracle Support there is note 1502368.1, "Unable To See The ADF Mobile In Tools -> Preferences".
It refers to bug 14833149, "ADF MOBILE NOT AVAILABLE IN TOOLS -> PREFERENCES AFTER INSTALLING ADF EXTENSION", which currently has "Status 36 - Duplicate Bug. To Filer" and "Base Bug 14840970".
Currently bug 14840970 does not seem to be published.

There is a thread in the ADF/JDev forum that has some tips when you encounter extension install issue as well that was posted a while ago. 

The workaround is that you  need to launch in command line.    Extension refresh is standard JDev functionality and not specific to ADF Mobile.

Unable To See The ADF Mobile In Tools -> Preferences [ID 1502368.1]

Solution : It was found that this issue is seen in Windows XP and not in Windows7. Customer has tested in Windows7 and confirmed that it is working

I will try once on Windows 7 and confirm.

Just to back up on the conversation a little.

Here's the supported clients on VB: https://www.virtualbox.org/wiki/Guest_OSes

While it's not totally relevant to this discussion, note that VMWare Fusion 5+ does support installing OSX Lion & Mountain Lion on OSX.  This maybe important for maintaining stable OSX development environments in the future where we need different versions of OSX, XCode, JDev running on the same machine.
