Confusing 'minimal example' on specs

An activity MAY contain a target property whose value is a single Object.

If I'm correct this means that the target property is not mandatory.

In the section http://activitystrea.ms/specs/json/1.0/#examples there is a 'minimal example' that does contain a target. This seems to suggest that a minimal activity contains a target.

Sorry for the confusion, target is definitely optional.
