Before purchasing, I am triying to find out if I have to subscribe to
the web version as well as purchase the android version to be able to
send tasks via e-mail to AC for Android or can I simply purchace AC
for Android and send tasks to it via e-mail? Thanks.

You'll need to purchase both. AC for Web is $19.99/year, AC for Android is $4.99 one-time fee.
