Last time I checked, Deaf people still can read; so, textual chatting would
not be inhibited visually...  Unless I misunderstand your question, then,
pardon me.

As far as I know, the main software accessibility issue for deaf
people is that some programs give information to the user via sound
alone. Usually this is in the case of error beeps - clicking where you
aren't supposed to, for example.

This is similar, accessibility-wise, to when websites convey
information via color alone - for example, in a list of items, making
the urgent ones red but otherwise identical to the other items.

From what I understand, usually neither of these issues is
make-or-break in terms of usability, but both are really obnoxious
especially considering how easy it is to flash the screen or throw in
a 1x1 pixel image with some alt text and fix the problem for everyone.

the answer is not that simple.

the level of reading ability (or better the level of language skills
for written and spoken language) depends very much. mostly onthe fact
when the person has lost her hearing. if that has happened very early,
the ability to read and understand the written text may be limited
(also depending on the complexity of the text).

so for many deaf people the sign language is their mother language
(first language) and the written and spoken language (english) might
be comparable to a foreign language.

hope the brings some light on this case. although i might have missed
the context of the question.

cheers, michael
