British Army officer launches stinging attack on 'failing' UK strategy
in Afghanistan

A British Army officer has launched a devastating attack on the UK's
"failing" strategy in Afghanistan.

By Sean Rayment, Defence Correspondent
Published: 9:00PM BST 20 Jun 2009

The officer, who works in defence intelligence, has described the
British presence in Helmand as an "unmitigated disaster" fuelled by
"lamentable" government spin and naïvety.

Writing in the British Army Review, an official MoD publication, Major
SN Miller, stated: "Lets not kid ourselves. To date Operation Herrick
[the British codename for the War in Afghanistan] has been a
failure".

Operation Snakebite by Stephen Grey: ReviewHe claimed that hundreds of
millions of pounds of taxpayers money had been wasted on a war which
had failed to deliver any real reconstruction, governance or
security.

Rather than "winning hearts and minds", Major Miller, who serves in
the Defence Intelligence Staff serving Intelligence Corps, said the
British presence had had the opposite effect.

But his most blistering attack was on the UK's counter-narcotics
policy, where the illicit sale of drugs has been successfully used by
the Taliban to fund the insurgency and kill British troops.

He wrote: "British policy towards the poppy crop has been an
unmitigated disaster. The chief "effect" of the British presence in
Helmand has been to transform Helmand into the opium centre of the
world.

"This remarkable milestone was achieved just two years into the
British intervention."

Major Miller's indictment of Britain's Afghan strategy can be revealed
just a day after the Ministry of Defence announced that another
soldier had been killed in an explosion in Helmand.

The death of the soldier, who was a member of the Welsh Guards, brings
to 169 the number of British troops killed in Afghanistan since 2001.

Maj Miller claimed that the British government "sleepwalked" into
Helmand in 2006 "without any meaningful reconstruction plan, without
the resources to undertake-nation building tasks, and, critically,
without any desire to fight a major insurgency".

He added: "It was thanks to the tenacity of the common soldier and the
paratrooper that British embarrassment was saved."

In direct contradiction to the view of the defence chiefs and the
government, Major Miller added that the much-vaulted British strategy
of "winning the hearts and minds" of the Afghan people in Helmand had
failed.

Instead, he claimed, the opposite had happened, with polls showing
that 23 per cent of the population support the Taliban in the south
west of the country, a threefold increase compared with 2008.

He wrote: "Where a year (2008) ago, 81 per cent stated that the
Taliban have "no significant support at all" in the area, now only 52
per cent judged this to be the case.

"Just 45 per cent of polled Afghans supported the Nato presence in the
south west, down from 83 per cent in the previous year. The often
repeated statement that 'the Afghans don't want the Taliban back' is
increasingly open to question."

He continued: "Last year there were just 57 doctors in Helmand
Province – a scandalous figure three years into the British campaign.

"Positive opinion of overall living standards have dropped by 20
points – a remarkably bitter under achievement for a campaign that
purported to improve the lives of Afghans."

Maj Miller, who has served in Afghanistan, also attacks the Department
For International Development (DFID) for pumping millions of pounds of
taxpayers money into a government where he claimed "corruption,
inefficiency and incompetence" are "endemic".

Maj Miller also castigated senior officers for the strategy of "Clear,
Hold, Build", which he stated had become a "parody of itself".

He added: "We are really only clearing the immediate vicinity of the
security force bases, we are only holding the major settlements, and
we are not building.

"Self-protection has become the main tactic, reinforced by air strikes
that can backfire and undermine the campaign.

"Even as the Army renders itself more and more immobile with heavier
vehicles and infantrymen weighing as much as a medieval knight, still
the fantasy of the "manoeuvrist approach is peddled in staff courses.

"There is nothing manoeuvrist about weeks of petty, attritional fire
fights within a few kilometres radius of a Forward Operating Base. The
reason for all this is clear – zero casualties has become the tacit
assumption behind operations.

"The Taliban are not being "coerced", "deterred", or "destabilised".
They simply disperse, knowing that the British cannot sustain
pressure, and they return like the tide when the British troops
withdraw, after a short period, back to their bases."

In concluding his essay, Maj Miller wrote the "British Army must
believe that it can win wars again".

He added: "Politics needs to be squeezed out of the military campaign.
The point of going to war is not to then save ministerial discomfort
by avoiding casualties and buttering the media.

"Wars cost lives and the media better get used to it. The British
people understand this. They are far tougher than a worried government
PR man imagines. We need to win a war, not spin one."

Patrick Mercer, the Tory MP for Newark and a former infantry
commander, said: "This castigates the Labour government.

"A succession of defence and foreign secretaries have tried to present
the campaign in Afghanistan as benign and bloodless but that is just
spin and nonsense.

"Until the government properly resources the war in Afghanistan, our
strategy will fail."

What does that have to do with Old Boob repeating the same tired old
LIE about "Stephen Harper's Illegal (??) and Unwinnable War"? It's
not Harper's war...never was. Jean Chretien got us into it, and Paul
Martin switched our role from 'peacekeeping' (yeah, right) to combat.
Quit trying to deflect attention away from liberal hypocrisy...you
only make yourself look dishonest.

But since you brought it up anyway, you might want to find something
other than Iraq to attempt to embarrass Conservatives with. Seems that
things in Iraq are coming along quite nicely, thanks...and history
will be considerably kinder to George Bush than you and your kind
would like...

Don't try to change the subject.
After commiting troups to Afganistan the Liberals didn't have any to
commit to Iraq or we would be involved in that mess as well.

And Chretien took a lot of shit from the Bush admin in public for not going
into Iraq, while we were one of the first in to Afghanistan with special
forces.

However, it wasn't Chretien who turned our military presence there into a
combat role, nor Martin. It was Harper.

Saying that "the Liberals got us into Afghanistan" is correct. Implying that
we were in Afghanistan in the same role then as we are at this time under the
3-1/2 years of the Harper government, is disingenuous and misleading.

Our miliary's role has changed.

Mr. Chretien did not have enough troups to commit to the Iraq war.
The liberals are really closet Americans. With Michael Ingatieff
comming back to Canada and becoming leader they seem to be coming out
of the closet...

>However, it wasn't Chretien who turned our military presence there into a
>combat role, nor Martin. It was Harper.

Bullshit. It was the NATO alliance who dicided Canadian troups would
go into combat. When Mr. Martin sent the troups to Afganistan it was
with the understanding that the Canadian troups would come under the
direction and control of the NATO alliance and very likely would be in
combat situations.

>Saying that "the Liberals got us into Afghanistan" is correct. Implying that

The Liberals knew that they were placing Canadian troups under the
direction and control of the NATO alliance that is directing the war
in Afganistan. They also knew that Canadian troups very likely would
be engaged in combat in Afganistan as that was part of the terms the
troups were sent.

>Our miliary's role has changed.

THat is very true but it was the Liberals who agreed to send troups
into a situation where the role was certain to change under the
agreement the Liberals made to send the troups.

The Canadian govenrment paid for armaments that were of excellent
quality but not suitable as a military rifle. Much different than
forty years of successive governments starving the military of budget.

Canadian Soldiers who have died in Afghanistan:

In 2002, there were 4 deaths.

In 2003, there were 2.

In 2004, there was 1.

In 2005, there was 1.

When Harpo took over:

In 2006, there were 36 deaths.

In 2007, there were 30.

In 2008, there were 32.

So far this year, there have been 14 already.

I think, this is Harpocrite's big mistake and it needs to be corrected
is right. We need to get out of there. That's not counting the
mounting financial cost of the war.

THis is all very true.
Mr. Martin gave Mr. Harper a very nasty gift when he sent troups to
Afganistan.
Funny how the Liberals agree to something but when things start to
cost they disown the idea.

>I think, this is Harpocrite's big mistake and it needs to be corrected

You are abosolutley right. Canada does need to get it's troups out of
Afganistan but Canada is still bound by the agreement MR. Martin's
government made with NATO and Canada still has a commitment to NATO of
troups and equipment. Canada may not be able to back out of
Afganistan without backing out of NATO.

I might add the NDiaPers also voted for it.

And that Canada can give notice and get the hell out. Their country isn't
worth our lives. Even leave the weapons so they can kill each other. When
they have seen enough blood from Alah they can revolt and change it.
Otherwise they can continue to feed and sleep with the enemy.

And then there was how Mr. Harper suddenly spoke in favour of Obama's
greenhouse gas reduction initiatives, surprisingly claiming that it was Bush
who held him back from initiating similar ideas.

All the while, not long ago, the now fired Rona Ambrose was doing her best to
screw up the idea of an international consensus about taking action at an
international summit about climate change.

It's not about whether or not climate change is affected by C02, that's not
what I'm saying. It's about Harper and how disingenious he is. He's no
better than that clown Chretien who talked the talk about it, but didn't walk
the walk.

If you trust the Liberals, you're just a little less a fool than someone who
trusts Harper, but in the end, Harper is a bigger two-faced jackass.

Mr. Martin committed Canadian troups knowing that the NATO Command
could place Canadian troups in a combat role. Mr. Martin made the
agreement. THe Combat role just happened on Mr. Harpers watch.
Mr. Harper could not change the terms that Mr. Martin agreed to.

Like all Liberals you don't really understand the concept of honoring
an agreement do you.
The Liberals made the agreement the troups were sent under. Mr. Harper
is honoring that agreement.
Remember the last vote in a minority parliament where the Liberals
voted to keep the troups in a combat role in Afganistan.
The Liberals could have defeated the govenrment on this one - they
didn't. Why didn't they?

I couldn't possibly kiss the ass of whomever
it is plain to see by you, because
I couldn't wait around until you
were finished kissing ass.
You did of course know that it was me standing in
line while you were kissing ass! Or not?

If the Canadian troups are withdrawn now before the job is done then
the loss o their lives would be in vain.
Liberals don't finish the job do they???
Nor do they have the courage to do a job that was promised and must be
done.

If Canada does not finish the war in Afganistan it just may start up
here in the near future.

Currently there is a civil war in Afganistan.

Mr. Chretien had no business sending troups there in the first place.
Now the troups are there, withdrawl would be wrong.

Would you like to have terrorist acts happen in Canadian cities?
would you take that chance?
Can Canada afford to take that chance?

Haven't you been paying attention to the news. The taliban is
fighting both the Afgan govenrment and the forreign troups.
If that isn't a civil war then what is?

The same rule book that allowed the Liberal government to send troups
there under a NATO agreement.
Why did the Liberals participate in the first place?

It is more Canadian soldiers dead because that is the deal the
Liberals made when the troups were sent there. NATO changed the role
of Canadian troups as per the agreement made with the Liberal
government. Mr. Harper is honouring that agreement.

The Liberals fool a considerable number of Canadian voters every
election by promising to not steal any more tax dollars.....

You have yet to refute any statement I have made and you have just
engaged in personal attacks.

I really wonder what the above sentence means!

Troups??? Troops!
The loss of WHOSE lives?
The Canadian *troups* that are withdrawn?
Seems to me that the withdrawn troops would
be alive!
Withdrawing DEAD Canadians ( Harpers preferred
method) who have died for BUSH, HARPER,
UNOCAL, etc have certainly DIED IN VAIN!

I do love your display of your **education**
like the above collection of letters!
