apparently had almost exclusively natives as students, feels that natives should
not be required to obey the laws of the land.
Spencer stated that native criminals should have special treatment.
Probably his students did not have to qualify as do normal non-native students.
His students with criminal intentions would then pass on Spencer's
comments to fellow criminals.
Is Spencer responsible for the massive increase in crime, including murders in
DEADMONTON? Consider how many crimes involve natives, and the high
