How to use x64 custom action dll for x64 msi?

HostSetupCustomAction.dll is built as x64 platform. The msi package is
x64 too.

However, custom action using this dll always return 3(error).
If I use a win32 HostSetupCustomAction.dll, the problem will be gone.
